Congress Vs BJP सवाल  – CM धामी के विजन 2025 में शिक्षा में किस तरह के सुधार की ज़रूरत है ?  

Congress Vs BJP आर. ए. खान – उत्तराखंड का शिक्षा के क्षेत्र में अच्छे राज्यों में इसका शुमार होता है। लेकिन जो मूल समस्या है वो है वहां के संरचनात्मक ढांचे में बड़े सुधार की ,  जब 2000 में राज्य बना तबसे ये समस्या बनी हुई है हमें सबसे पहले इसमें सुधार करना होगा। उसके बाद जो यहां के स्टूडेंट्स हैं उन परसंस्कृति का बड़ा प्रभाव पड़ता है। पहाड़ के बच्चे बहुत मुखर नहीं होते जब यह बाहर निकलता है तो ये अपनी जिगया को प्रकट नहीं कर पाते हैं।  कहीं ना कहीं मनोवैज्ञानिक स्टैंड से उसमें वह दब कर रह जाता है। तीसरी चीज यह है संरचनात्मक ढांचे में कैसे सुधार हो ? आप देखेंगे कि जौनसार में पलायन की कम है। बाकी कुमाऊं गढ़वाल दोनों पलायन से प्रभावित है। इसका असर यह होता है क्योंकि वहां शिक्षा का स्तर बहुत कम है।  मेरा सुझाव है कि धामी सरकार ऐसा शिक्षा का ढांचा खड़ा करे जिससे  कि लोग बाहर जाने की बजाए वहीं पर आकर्षित हो। क्योंकि बाहर जाना पहाड़ में आज हर फैमिली के बस की बात नहीं है।

सवाल – आज भी शिक्षा के लिये पहाड़ों से पलायन क्यों होता है ? 

Congress Vs BJP आर. ए. खान – अर्थव्यवस्था और शिक्षा एक दूसरे के पूरक हैं। हम तब तक आर्थिक रूप से आत्मनिर्भर नहीं बना पाएंगे जब तक शिक्षा का स्तर न बढ़ाया जायेगा।  शिक्षा में एक और सुधार की जरूरत है और वो ये है कि केवल क्वालिटी शिक्षा की जरूरत नहीं है बल्कि गुणात्मक शिक्षा की भी जरूरत है। गुणात्मक शिक्षा के अभाव में प्रतियोगी परीक्षाओं  में उतना आगे नहीं बढ़ पाते जितने इन से अपेक्षा की जाती है। जितना यह पढ़ सकते हैं। और जो टीचर भी है उनकी औपचारिक रूप से प्रभावी ट्रेनिंग नहीं होती है। स्कूलों में स्टूडेंट्स का ड्रॉप आउट भी इसी वजह से होता है। आर्थिक रूप से उनका परिवार इतना आत्मनिर्भर नहीं होता कि अपने बच्चों की आगे शिक्षा बढ़ा सकें। ड्रॉप आउट पर सरकार और एनजीओ को आगे आना होगा। आज इसके लिए संस्थापक संरचनात्मक और ढांचागत प्रयास करना आवश्यक है।

सवाल – UKSSSC मामले में सीएम धामी की भूमिका को आप कैसे देखते हैं ? 

Congress Vs BJP आर. ए. खान –  निश्चित रूप से जो UKSSSC  का मामला है. इससे बच्चों के मनोबल का काफी असर पड़ा है।  इसलिए पड़ा क्योंकि उनको लगा कि हम इतनी मेहनत करने के बाद भी भ्रष्टाचार का शिकार हो रहे हैं। इसलिए उनका विश्वास और मनोबल दोनों टूटा , लेकिन युवा धामी सरकार ने इसमें अच्छी  तत्परता दिखाई और शानदार कार्यवाही करते हुए युवाओं के खोये भरोसे को जीता है। सरकार ने वादा किया है कि कि हम समय से नियुक्ति भी देंगे और सबसे बड़ी बात है कि सरकार कहीं ना कहीं कॉन्फिडेंस बिल्डिंग बनाने में सफल रही है। हालांकि इसमें अभी बहुत काम करने की जरूरत है,शिक्षा के क्षेत्र में मुख्यमंत्री धामी का विजन काफी उम्मीद जगाता है। शिक्षा मंत्री को मेरा सुझाव तो अलग बात है लेकिन शिक्षा सचिव को मेरा सुझाव जरूर होगा उनको शिक्षा के प्रति संवेदनशील होना पड़ेगा। ब्यूरोक्रेसी  को शिक्षा को लेकर संवेदनशील होना पड़ेगा। सभी वर्गों को शिक्षा पहुंचे , सामान्य रूप से शिक्षा पहुंचे ,  गुणवत्तापूर्ण शिक्षा पहुंचे सभी वर्ग और समाज तक शिक्षा पहुंचे ये सोच बढ़ानी होगी।

सवाल – धामी सरकार में अल्पसंख्यकों के हालात में आपको क्या सुधार दिखाई दे रहा है ?

Congress Vs BJP आर. ए. खान – देखिये साफ़ और सच कहूं तो बिना किसी लाग लपेट के ये मनाता हूँ कि जो भी शिक्षा के क्षेत्र में सरकार द्वारा कदम उठाए गए हैं इसका लाभ अल्पसंख्यकों को भी मिल रहा है। लेकिन यह जो अल्पसंख्यक विभाग है जिसकी जिम्मेदारी अल्पसंख्यक का अविश्वास और कॉन्फिडेंस जीतना होना चाहिये। मदरसा बोर्ड की स्थापना हुई अल्पसंख्यक योजनाएं भी बनाई गई है। बोर्ड का गठन किया गया , लेकिन जो मदरसों को अभी तक मान्यता नहीं मिली है यह बहुत बड़ा विषय है। आप देख रहे होगे की जितने भी मदरसे आज मदरसा बोर्ड के अधीन है उनकी संख्या कम और ड्राप आउट बढ़ता  जा रहा है। अभी पिछले दिनों फॉर्म भरे जा रहे थे उनमें आधे ही फॉर्म रह गए है तो हमारा सुझाव है कि धामी जी को और अल्पसंख्यक मंत्री को इस समस्या के प्रति गंभीरता से सोचना होगा और ज़मीन पर माइनोरिटी कम्युनिटी को लाभ पहुंचे  , ये प्रयास करना होगा।
