Maharaj Dhami ACR कैबिनेट मंत्री सतपाल महाराज ने जारी अपने एक बयान में कहा कि जब अन्य राज्यों में मंत्रियों को अधिकारियों की वार्षिक गोपनीय रिपोर्ट पर अपना मंतव्य अंकित करने का अधिकार है और उत्तराखंड में भी पूर्वर्ती एनडी तिवारी सरकार में मंत्रियों को अधिकारियों की एसीआर लिखने का अधिकार था तो इस परिपाटी को पुनः लागू करने में किसी को क्या परेशानी हो सकती है।

Maharaj Dhami ACR महाराज ने कहा कि हमने पंचायती राज विभाग में ब्लाक प्रमुख को खंड विकास अधिकारी की और जिला पंचायत अध्यक्ष को सीडीओ की एसीआर लिखने के पूर्व में हुए शासनादेश को भी पुनः लागू किया ताकि पंचायतों में होने वाले विकास कार्य में भ्रष्टाचार पर अंकुश लगने के साथ-साथ गुणवत्ता युक्त कार्य किए जा सकें। इसलिए मेरा कहना है कि जो परिपाटी पूर्व में रही है उसे लागू करने में संकोच नहीं होना चाहिए। उन्होंने कहा कि यह तो निर्विवाद है कि मंत्री विभाग का मुखिया होता है इसलिए उसका मंतव्य अंकित होना आवश्यक है। अगर मुख्यमंत्री और मुख्य सचिव का मंतव्य अंकित हो रहा है तो मंत्री का भी अंकित होना चाहिए। यह सही है कि इस व्यवस्था में मुख्यमंत्री एक्सेप्टिंग अथॉरिटी हैं लेकिन इसका मतलब यह नहीं कि मंत्री अपना मंतव्य अंकित नहीं कर सकता।

Maharaj Dhami ACR उन्होने कहा कि हाल ही में कैबिनेट बैठक के बाद हुई बैठक में जब सभी मंत्री इस पर अपनी सहमति व्यक्त कर चुके हैं तो इस व्यवस्था को लागू करने में कोई गुरेज नहीं होना चाहिए। यह कोई नई बात नहीं कही जा रही है। यह तो व्यवस्था का एक हिस्सा है। एसीआर लिखने का यह आशय बिल्कुल नहीं है कि मंत्री अपने अधीनस्थ अधिकारी के विरुद्ध ही कुछ लिखेगा, जो अधिकारी अच्छा काम करेंगे उनके चरित्र प्रविष्टि पर अच्छा ही अंकित किया जाएगा। इसलिए जब सचिव अपने से नीचे के अधिकारियों की एसीआर लिख सकता है तो विभागीय मंत्री उस विभाग का मुखिया होने के नाते अपने नीचे काम कर रहे सचिव की एसीआर क्यों नहीं लिख सकता? अन्य प्रदेशों में मंत्रियों को अपना मंतव्य अंकित करने का अधिकार है। यहां अधिकारियों की एसीआर लिखने के मामले में इसकी व्यावहारिकता की बात करने वालों को इस बारे में मनन करना चाहिए कि हमारे यहां यह व्यवस्था न होने से हम हास्य का पात्र बने हैं।
