- Speaker Uttarakhand Action विधानसभा भर्ती प्रकरण पर उत्तराखंड विधानसभा अध्यक्ष ऋतु खंडूडी भूषण ने पत्रकार वार्ता के दौरान कहा कि उत्तराखण्ड विधान प्रदेश का सर्वोच्च सदन है, इसकी गरिमा को बनाये व बचाये रखना मेरा दायित्व ही नहीं मेरा कर्तव्य भी है।एक बात मैं स्पष्ट रूप से प्रदेशवासियों को और खासतौर पर उत्तराखण्ड के युवा वर्ग को कहना चाहूँगी, वह आश्वस्त रहें, मैं किसी को भी निराश नहीं करूँगी, सबके साथ न्याय होगा।
- Speaker Uttarakhand Action मेरे लिये सदन की गरिमा से ऊपर कुछ भी नहीं है इसको बनाए रखने के लिये कितने ही कठोर व कड़वे निर्णय लेने हों, मैं पीछे नहीं हटूंगी। विधान सभा परिसर लोकतन्त्र का मंदिर है। अध्यक्ष होने के नाते किसी भी प्रकार की अनियमितता एवं अनुशासनहीनता मुझे स्वीकार्य नहीं है। विधान सभा व प्रदेश के हित में मुझे जितने भी रिफॉर्म्स विधान सभा में करने पडें मैं उसके लिये तैयार हूँ ।मेरे सार्वजनिक जीवन की शुरूआत माननीय प्रधानमंत्री नरेन्द्र मोदी के व्यक्तित्व से प्रभावित होकर हुई। मुझे याद है उन्होंने कहा था “ना खाऊंगा ना खाने दूंगा” इसी ध्येय को मैंने भी अपने जीवन में उतारा है। मीडिया व अन्य विभिन्न स्रोतों से विधान सभा सचिवालय में कार्मिकों/अधिकारियों की विधि एवं सेवा नियमों के विरूद्ध नियुक्तियों / पदोन्नति के सम्बन्ध में प्राप्त जानकारी के आधार पर जनहित में मैंने आज दो बड़े निर्णय लिये हैं।
- 1. विशेषज्ञ जांच समिति गठित की गयी है जिसमें (क) श्री दिलीप कुमार कोटिया (अध्यक्ष) (ख) श्री सुरेन्द्र सिंह रावत सदस्य एवं (ग) श्री अवनेन्द्र सिंह नयाल सदस्य हैं। सभी पूर्व कार्मिक सचिव हैं एवं प्रदेश के वह इस मामले के विशेषज्ञ हैं। इसके साथ-साथ यह भी निर्देश दिया है कि विशेषज्ञ समिति अधिकतम एक माह के भीतर अपना प्रतिवेदन, जांच रिपोर्ट / सुझाव उपलब्ध करायेगी। दूसरा निर्णय यह किया है कि वर्तमान विधान सभा सचिव (श्री मुकेश कुमार सिंघल) तत्काल प्रभाव से आगामी आदेश तक अवकाश पर रहेंगे। उक्त अवकाश की अवधि में विशेषज्ञ समिति, श्री मुकेश कुमार सिंघल सचिव को जांच में सहयोग हेतु उपस्थित होने के लिये जब-जब कहेगी तो उन्हें ऐसे निर्देशों का पालन करना होगा।
