Aser Education Report 22 मां-बाप जब अपने बच्चे को पढ़ने के लिए स्कूल भेजते हैं तो मन में यही भावना रहती है कि वह पढ़-लिखकर अच्छा नागरिक बने और उसे अच्छी नौकरी मिले। लेकिन देश में शिक्षा के हालात को बयां करने वाली ताजा रिपोर्ट हर मां-बाप को टेंशन में डालने वाली है। जी हां, ग्रामीण भारत से संबंधित इस वार्षिक रिपोर्ट (ASER 2022) के मुताबिक बच्चों की बुनियादी पढ़ने की क्षमता में कमी आई है।

  • Aser Education Report 22 राष्ट्रीय स्तर पर बच्चों की बुनियादी पढ़ने की क्षमता 2012 के पूर्व के स्तर तक गिर गई है। गणित की बेसिक स्किल्स भी 2018 के स्तर पर आ गई है। हैरानी की बात है कि ज्यादातर राज्यों में सरकारी और प्राइवेट स्कूलों में लड़के और लड़कियों दोनों में यह गिरावट देखी गई है। इस वार्षिक शिक्षा स्थिति रिपोर्ट से पता चलता है कि पहली कक्षा के 43.9 प्रतिशत बच्चे एक अक्षर भी नहीं पढ़ सकते हैं, जबकि केवल 12 प्रतिशत बच्चे एक पूरा शब्द पढ़ पाते हैं। इसी तरह से पहली कक्षा के 37.6 प्रतिशत बच्चे 1 से 9 तक की संख्या नहीं पढ़ सकते हैं। कोरोना काल के बाद प्राइवेट ट्यूशन का चलन तेजी से बढ़ता दिख रहा है।

  • Aser Education Report 22 ताजा स्टडी में ग्रामीण भारत में कुल 19,060 गांवों का सर्वेक्षण किया गया है जिसमें 3,74,544 परिवार और तीन से 16 वर्ष की आयु के 6,99,597 बच्चे शामिल हैं। रिपोर्ट के अनुसार महामारी के दौरान लंबे समय तक बंद रहने के बावजूद स्कूलों में दाखिले के आंकड़े 98% से अधिक के रेकॉर्ड उच्च स्तर पर पहुंच गए। इस अवधि के दौरान सरकारी स्कूलों में भी नामांकन में बढ़ोतरी हो रही है। इसमें कहा गया है, ‘6 से 14 साल आयु वर्ग के लिए दाखिला लेने की दर पिछले 15 वर्षों से 95 प्रतिशत से ऊपर रही है। महामारी के दौरान स्कूल बंद होने के बावजूद, ये आंकड़े 2018 में 97.2 प्रतिशत से बढ़कर 2022 में 98.4 प्रतिशत हो गए हैं।’

Aser Education Report 22 स्कूल में लड़कियों की संख्या में बढ़ोतरी हो रही है। अब प्राइवेट ट्यूशन का चलन बढ़ रहा है। पहली से आठवीं तक के लगभग एक-तिहाई छात्र प्राइवेट ट्यूशन ले रहे हैं। देश भर में महामारी से पहले के स्तरों की तुलना में प्राइवेट ट्यूशन लेने वालों की संख्या में चार प्रतिशत से ज्यादा की बढ़ोतरी हुई है। उत्तर प्रदेश, बिहार और झारखंड सहित कुछ राज्यों में बढ़ोतरी आठ प्रतिशत तक है। पिछले एक दशक में, ग्रामीण भारत में पहली से आठवीं कक्षा के बच्चों के ट्यूशन लेने के अनुपात में बढ़ोतरी हुई है। पश्चिम बंगाल, बिहार, झारखंड में सबसे ज्यादा छात्र प्राइवेट कोचिंग ले रहे हैं। उत्तर प्रदेश में भी यह आंकड़ा बढ़ रहा है।


Aser Education Report 22 2006 में पूरे देश में 11-14 साल की 10.3 प्रतिशत लड़कियां स्कूल सिस्टम से बाहर थीं और यह आंकड़ा 2018 में 4.1 प्रतिशत रह गया। यह अनुपात लगातार गिर रहा है। 2022 में भारत में 11-14 आयु वर्ग की 2 प्रतिशत लड़कियां स्कूल सिस्टम से बाहर थीं। यह आंकड़ा उत्तर प्रदेश में करीब चार प्रतिशत है और अन्य सभी राज्यों में इससे कम है।

Aser Education Report 22 पिछले एक दशक में 60 से कम छात्रों वाले सरकारी स्कूलों का अनुपात हर साल बढ़ा है। 2022 में छोटे स्कूलों के उच्चतम अनुपात वाले राज्यों में हिमाचल प्रदेश (81.4 प्रतिशत) और उत्तराखंड (74 प्रतिशत) शामिल हैं। इन दोनों राज्यों में कम छात्रों वाले स्कूलों की संख्या सबसे ज्यादा है।
– औसत टीचर अटेंडेंस 2018 में 85.4 प्रतिशत थी जो 2022 में बढ़कर 87.1 प्रतिशत रही है। लड़कियों के लिए टॉयलट की सुविधा वाले स्कूलों का प्रतिशत बढ़कर 68.4 प्रतिशत हो गया है। औसत स्टूडेंट अटेंडेंस पिछले कई सालों से 72 प्रतिशत पर बरकरार है।
