  • IPS Pradeep Rai प्रयाग'(पूर्व में इलाहाबाद) का प्रत्येक व्यक्ति आपको प्रतियोगिता में सफल होने के लिए मार्गदर्शन देता है…यहां तक कि  गुड्डू नाई, पटेल अखबार वाले, कटरा के गुड्डू मैगजीन वाले, पप्पू चाय वाला, ललित सोनकर जैसे मोहल्ले के  बाहुबली भी.. बॉटनी, जूलॉजी विषय से संघर्ष करते हुए..LL.B.में एडमिशन ले लिया। शौकिया क्लास करने भी चला गया..पहला क्लास Dr LR Singh का LAW की उत्पत्ति और महत्व..उस पहले लेक्चर ने इस विषय के प्रति गहन उत्सुकता पैदा कर दी..अगला क्लास Dr LM singh का IPC का गजब का जादू जैसे कोई जासूसी फिल्म देख रहे हों..फिर AK sinha सर द्वारा Law ऑफ cotract और कैलाश राय द्वारा Constittution of India। लगता था सीधे अम्बेडकर जी ही पढ़ा रहे हों…फिर तो नशा हो गया..’बॉटनी’ की जगह विषय हो गया ‘LAW’ और फर्स्ट ईयर में ही प्रीलिम्स भी निकल गया..फिर तो प्रीलिम्स कभी भी फेल नहीं हुआ और लगातार इंटरव्यू देने का मौका मिला।

  • IPS Pradeep Rai  वक्त को तो और मांजना था। लिहाजा कठिनाइयों का दौर भी चालू हो गया ..वह भी ऐसे, जैसे, गहन आपदा ही आ रखी हो। किसी न किसी बहाने घर में 5 लोगों की मृत्यु हुई..बाबा, चाचा, चाची, बाबूजी और बाद में अम्मा…बाबूजी और अम्मा कैंसर से गुजरे..लगता था कुछ नहीं बचा ..जो बाकी है वो भी नहीं बचेगा। मानसिक आघात से बचने में पुस्तकों और मेडिटेशन का बहुत सहयोग मिला। अब हारने के लिए कुछ तो था नहीं .. पहले लगता था कि LL.B. पूरी करने के पहले ही सेलेक्शन हो जाएगा..परंतु सामण्ड, विन्फील्ड, रोस्को पाउंड की आत्मा मेरे ऊपर मेहरबान थी और LL. M. की डिग्री भी हासिल हो गयी…

  • IPS Pradeep Rai  वर्ष 2004 के अंत मे SEBI में लॉ ऑफिसर बना …वह परिणाम बहुत बड़ा सहारा था। 01 जनवरी 2005 को दिल्ली में जॉइन किया और इंडक्शन के लिए मुम्बई गया तो सावित्री नाम की एक लड़की की पारिवारिक परेशानी को देखते हुए म्यूच्यूअल ट्रांसफर ले लिया।..सावित्री इस समय दिल्ली में ADJ हैं..मुम्बई में प्रवीण त्रिवेदी सर ने प्रत्येक इंटरव्यू में शामिल होने के लिए मुझे खूब मौका दिया..वहीं से UP PCS J 2003 ,UP PCS 2002 तथा UKPCS 2002 का इंटरव्यू दिया..

  • PCS J में इलाहाबाद के कई साथियों का चयन हुआ साथ ही SEBI के साथी रविन्द्र सिंह भी चयनित हुए जो इस समय  UP में ADJ हैं..उस इंटरव्यू में मैं आखिरी दिन , आखिरी अभ्यर्थी था..पता नहीं क्या जल्दी थी बोर्ड को कि मेरा इंटरव्यू खड़े-खड़े ही लेकर चलता कर दिया गया..ईश्वर की मर्जी कौन समझ सकता है। IPS Pradeep Rai  वहीं से मैं हरिद्वार आया और संभवतः 21 मई 2005 को मेरा इंटरव्यू हुआ..09 जून 2005 को ज्ञात हुआ कि PPS में 9 वीं पोजीशन थी..

  • IPS Pradeep Rai  पहला बैच था वरिष्ठ अधिकारी गण भी हमलोगों को खूब माँजना चाहते थे। विशेषकर मातृस्वरूपिणी DGP कंचन चौधरी मैडम, सुभाष जोशी सर और देव तुल्य एके जोशी सर…खूब ट्रेनिंग हुई पंजाब पुलिस अकेडमी, ग्रे हाउंड, NPA, SSB, ITBP..इतना एक्सपोजर तो किसी भी राज्य पुलिस के बैच को यहां तक कि उत्तराखण्ड के बाद के बैच को शायद ही मिला हो…
  • फिर उधमसिंह नगर में तत्कालीन एसएसपी अमित सिन्हा सर के सानिध्य में, उत्तरकाशी में अनन्त चौहान सर, हरिद्वार में मुरुगेशन सर, संजय गुंज्याल सर, केवल खुराना सर, ऊधमसिंह नगर में अजय रौतेला सर, मर्तोलिया सर, अभिनव कुमार सर, पुष्पक ज्योति सर, नीलेश भरणे सर के साथ काम करने का मौका मिला…IPS Pradeep Rai  2012 में PHQ में परम श्रद्धेय जीवन चंद्र पांडे सर, बँगयाल सर के मार्गदर्शन में कार्य किया.. वहीं से अपर पुलिस अधीक्षक का प्रोमोशन मिला और SP ट्रैफिक देहरादून  के पद पर केवल खुराना सर, अजय रौतेला सर, पुष्पक ज्योति सर के साथ कार्य करने का मौका मिला।
  • उत्तराखंड के प्रत्येक अधिकारी बेमिसाल हैं..अन्य राज्य के  समकक्ष अधिकारियों से बात करने पर ज्ञात होता है कि हमारे  उत्तराखंड के अधिकारी मातहतों से किस अंतरंगता से जुड़े  हैं व किस प्रकार सुख-दुख में खड़े होते हैं। यह एक मिसाल है और देवभूमि के प्रशासन की खूबसूरती भी……IPS Pradeep Rai  16 साल की  राज्य पुलिस सेवा के उपरांत  भारतीय पुलिस सेवा में पदोन्नति हुई है। प्रत्येक राज्य सेवा कर्मी के लिए यह स्वप्न होता है..सौभाग्य होता है…पूर्वी उत्तरप्रदेश में लोग सामान्य बोलचाल या व्यंग  या अतिश्योक्ति में बोलते हैं कि…”लागत बा आईएएस आईपीएस बनिहैं ..इनकर नखरा देखा..” आज वह दिन भी आ गया….
