President in LBS Academy राष्ट्रपति द्रौपदी मुर्मू ने  लाल बहादुर शास्त्री राष्ट्रीय प्रशासन अकादमी मसूरी में सिविल सेवा के 97वें कॉमन फाउंडेशन कोर्स के समापन समारोह को संबोधित किया।प्रशिक्षु अधिकारियों को संबोधित करते हुए राष्ट्रपति ने कहा कि अप्रैल 1947 में सरदार पटेल ने आई.ए.एस. प्रशिक्षुओं के एक बैच से मिलते समय कहा था कि ‘‘ हमें उम्मीद करनी चाहिए और हमें अधिकार है कि हम हर सिविल सेवक से सर्वश्रेष्ठ की अपेक्षा करें, चाहे वह किसी भी जिम्मेदारी के पद पर हो। ’’ राष्ट्रपति ने कहा कि आज हम गर्व से कह सकते हैं कि लोक सेवक इन अपेक्षाओं पर खरे उतरे हैं।

President in LBS Academy राष्ट्रपति ने कहा कि इस फाउंडेशन कोर्स का मूल मंत्र ‘‘ मैं नहीं, हम हैं ’’। उन्होंने विश्वास व्यक्त किया कि इस कोर्स के प्रशिक्षु अधिकारी सामूहिक भावना के साथ देश को आगे ले जाने की जिम्मेदारी उठाएंगे। उन्होंने कहा कि उनमें से कई आने वाले 10-15 वर्षों तक देश के एक बड़े हिस्से का प्रशासन चलाएंगे और जनता से जुड़ेंगे। वे अपने सपनों के भारत को एक ठोस आकार दे सकते हैं।

President in LBS Academy अकादमी के आदर्श वाक्य ’शीलम परम भूषणम’ का उल्लेख करते हुए, जिसका अर्थ है ’चरित्र सबसे बड़ा गुण है’, राष्ट्रपति ने कहा कि लाल बहादुर शास्त्री राष्ट्रीय प्रशासन अकादमी में प्रशिक्षण की पद्धति कर्म-योग के सिद्धांत पर आधारित है, जिसमें चरित्र का बहुत महत्व है। उन्होंने सलाह दी कि प्रशिक्षु अधिकारियों को समाज के वंचित वर्ग के प्रति संवेदनशील होना चाहिए। उन्होंने कहा कि ’गुमनामी’, ’क्षमता’ और ’आत्मसंयम’ एक सिविल सेवक के आभूषण हैं। ये गुण उन्हें पूरी सेवा अवधि के दौरान आत्मविश्वास देंगे।

President in LBS Academy राष्ट्रपति ने कहा कि प्रशिक्षण के दौरान अधिकारी प्रशिक्षुओं ने जो मूल्य सीखे हैं, उन्हें सैद्धांतिक दायरे तक सीमित नहीं रखना चाहिए। देश के लोगों के लिए काम करते हुए उन्हें कई चुनौतियों और कठिनाइयों का सामना करना पड़ेगा। ऐसे में उन्हें इन मूल्यों का पालन करते हुए पूरे विश्वास के साथ काम करना होगा। भारत को प्रगति और विकास के पथ पर अग्रसर करना तथा देश की जनता के उत्थान का मार्ग प्रशस्त करना उनका संवैधानिक कर्तव्य के साथ-साथ नैतिक दायित्व भी है।

President in LBS Academy राष्ट्रपति ने कहा कि सुशासन समय की मांग है। सुशासन का अभाव हमारी अनेक सामाजिक और आर्थिक समस्याओं की जड़ है। लोगों की समस्याओं को समझने के लिए आम लोगों से जुड़ना जरूरी है। उन्होंने प्रशिक्षु अधिकारियों को लोगों से जुड़ने के लिए विनम्र होने की सलाह दी। उन्होंने कहा कि तभी वे उनसे बातचीत कर पाएगें और उनकी जरूरतों को समझ सकेंगे और उनकी बेहतरी के लिए काम कर सकेंगे। सरकारी योजनाओं का लाभ प्रत्येक जरूरतमंद व्यक्ति तक पहुंचे, यह सुनिश्चित करने का दायित्व भी आपको निभाना हैं।
