- BKTC Corruption कुछ महीने पहले तक धामी सरकर में मंत्री रहे मौजूदा कांग्रेस के सबसे प्रभावशाली नेता यशपाल आर्य ने भाजपा सरकार पर हमला बोलते हुए कहा कि सरकारों में नियुक्त श्री बदरीनाथ- केदारनाथ मंदिर समिति के बोर्डों में पहले भी अध्यक्षों और सदस्यों ने नौकरियों की रेवड़ियां , प्रमोशन , वेतन बृद्धि आदि अपने परिवार के लोगों, रिश्तेदारों या करीबियों को ही बांटी हैं। कभी उत्तराखण्ड बनने के बाद मंदिर समिति को आजादी के बाद के उच्च स्तर पर पंहुचाने की बात करने वाली पार्टी और उसके मंत्रियों द्वारा मंदिर समिति में नियुक्त अधिकांश पदाधिकारी अब अपने परिजनों को संविदा की नौकरी दिलवाने या वेतन बड़ाने तक ही सीमित हो गए हैं।
- आजादी के बाद कांग्रेस के कार्यकाल में मंदिर समिति में वरिष्ठ नौकरशाहों जिनमें आई0सी0एस0 अधिकारी भी थे या सार्वजनिक जीवन से जुड़े बहुत ही सफल और श्रेष्ठ महानुभावों को समिति का पदाधिकारी बनाया जाता था। ये सभी लोग मंदिर से कुछ भी नहीं लेते थे बल्कि अपने संबधों के द्वारा मंदिर की आय और प्रतिष्ठा में वृृद्धि करते थे। भाजपा सरकारों में इन परम्पराओं का अवमूल्यन हुआ है और आज समिति के पदाधिकारी और अधिकारी अपने परिजनों को संविदा की नौकरी दिलवाना या वेतन बड़ाना ही अपनी उपलब्धि मान रहे हैं।
- BKTC Corruption कांग्रेस ने ये मुद्दा चार धाम यात्रा के बीच उछाल कर बड़े सियासी मुनाफे का ताना बाना रचा है , जिसमें अब भाजपा सरकार और मंदिर समिति उलझ जाए तो कोई हैरानी नही होनी चाहिए। नेता प्रतिपक्ष आर्य ने कहा कि बिगड़ते-बिगड़ते आज स्थिति यह हो गयी है कि, अधिकांश मंदिर समिति का कार्मिक होने के लिए एकमात्र योग्यता समिति के पदाधिकारियों , सदस्यों या अधिकारियों का परिजन होना या निकटस्थ होना रह गया है। जबकि मंदिर के रोजगार पर पहला हक पीढ़ियों से मंदिरों के सेवा कर रहे हक-हकूकधारी गांवों के साधारण बेरोजगारों का होना चाहिए। ये युवा परम्पराओं को जानते हैं और इन परम्पराओं की रक्षा उनके पूर्वज करते आए हैं अतः वे मर्यादाऐं भी जानते हैं।
- BKTC Corruption संविधान में वर्णित विभिन्न प्रावधानों के अनुसार – लाभ देने वाला और लेने वाला एक ही नहीं हो सकता है। इसलिए जिन विभागों और कार्यालयों में परिजन नौकरी कर रहे हो वहां परम्परा और नियमों के अनुसार उनको लाभ पंहुचाने वाले पदों पर राजनीतिक या प्रशासनिक नियुक्तियां नहीं होनी चाहिए। लेकिन मंदिर में ऐसे विरले पदाधिकारी या सदस्य होंगे जिनके परिजन वहां नौकरी न कर रहे हों। ऐसे में प्रशासनिक और वित्तीय शक्तियों से लैस सर्वशक्तिमान मंदिर समिति से कैसे स्वतंत्र निर्णयों की आशा की जा सकती है। उत्तरांचल कर्मचारी सेवा नियमावली 2002 का नियम 17 भी किसी भी पदाधिकारी या अधिकारी द्वारा परिजनों को लाभ देने संबधी किसी भी निर्णय को लेने पर स्पष्ट रोक लगाता है।
- BKTC Corruption अगर मुख्यमंत्री उत्तराखण्ड में सुचिता की बात कर रहे हैं और उसे उन्हें व्यवहारिक रुप में धरातल पर भी उतारना चाहिए। इसलिए उन्हें संतिति के उन सभी पदाधिकारियों , सदस्यों और अधिकारियों जिनके निकट संबधी मंदिर समिति में नौकरी कर रहे हैं उन्हें उनके पदों से हटाना चाहिए। क्योंकि तथ्य सिद्व करते हैं कि , भाजपा सरकार में मंदिर समिति का अध्यक्ष या सदस्य बनना अपने रिश्तेदारों को नौकरी पर लगवाने की गारंटी बन गया है।
