उत्तराखंड की अस्थायी राजधानी के अतीत का आज हम पन्ना पलट रहे हैं और आपको बताने जा रहे हैं देहरादून के बिकने और खरीदने की रोचक घटना के बारे में। ये एक ऎसी कहानी है जिसे आज तक न तो आपने कहीं पढ़ा होगा और न ही सुना होगा।
14 मई 1804 को शहीद हो गए थे महाराजा प्रद्युम्न शाह –
वर्ष 1796-97 में पूरे गढ़वाल को भयंकर सूखे का सामना करना पड़ा, जिससे राजकोषीय व्यवस्था पूरी तरह ध्वस्त हो गई थी। इसके कुछ वर्ष बाद वर्ष 1803 में श्रीनगर क्षेत्र को ऐसे विनाशकारी भूकंप का सामना करना, जिसमें संपूर्ण श्रीनगर तहस-नहस हो गया। तब राजधानी में दो से तीन हजार लोग ही जीवित बच पास। गोरखाओं को तो इसी मौके का इंतजार था। उन्होंने इसका लाभ उठाकर इसी वर्ष गढ़वाल पर दोबारा आक्रमण कर सारे गढ़वाल को अपने कब्जे में ले लिया। तब महाराजा प्रद्युम्न शाह के पास श्रीनगर छोड़ना ही एकमात्र विकल्प शेष रह गया था। बावजूद इसके उन्होंने हिम्मत नहीं हारी। जैसे-तैसे डेढ़ लाख रुपये में सहारनपुर में आभूषण बेचकर सैनिकों का इंतजाम किया और वर्ष 1804 में गोरखाओं पर आक्रमण कर दिया। देहरादून में खुड़बुड़ा मैदान में गोरखाओं से भीषण युद्ध हुआ। चार हजार गोरखा सैनिक बंदूकों से लैस थे। जबकि, गढ़वाली सैनिकों के पास सिर्फ तलवारें थीं। नतीजा, गोरखाओं को जीत मिली और 14 मई 1804 को महाराजा प्रद्युम्न शाह वीरगति को प्राप्त हो गए।

महाराजा की शहादत के समय उनके शहजादे और गढ़वाल राज्य के उत्तराधिकारी सुदर्शन शाह छोटे थे। सो, गोरखा आक्रमण के भय से राजा के कुछ वफादारों ने उन्हें रियासत से बाहर सुरक्षित स्थान पर पहुंचा दिया। सुदर्शन शाह ने 12 साल निर्वासित जीवन बिताया। अपनी पुस्तक ‘गौरवशाली देहरादून’ में देवकी नंदन पांडे लिखते हैं कि इस कालखंड में रियासत को दोबारा हासिल करने की टीस उनके मन में लगातार बनी रही और इसके लिए वे लगातार प्रयास करते रहे। इसी कड़ी में उन्होंने एंग्लो इंडियन सैन्य अधिकारी मेजर हैदर यंग हर्से से संपर्क साधा। हर्से तब बरेली शहर के पास अपनी रियासत में रहते थे। सुदर्शन शाह अपनी रियासत से दूर रहने के कारण आर्थिक तंगी से जूझ रहे थे। लिहाजा, रियासत को दोबारा हासिल करने के लिए उन्होंने अपनी समस्या हर्से के सामने रखते हुए सहयोग का आग्रह किया।
History Of Dehradun हर्से तब ईस्ट इंडिया कंपनी के कुशाग्र सैन्य अधिकारी हुआ करते थे। उन्होंने सुदर्शन शाह को रियासत वापस दिलाने का भरोसा तो दिलाया, लेकिन इसके बदले में दूनघाटी को अपने अधिकार में लेने की इच्छा भी जता दी। उन्होंने सुदर्शन शाह से स्पष्ट कहा कि दून घाटी उन्हें बेच दें। सुदर्शन शाह मजबूर थे ही, इसलिए 22 जून 1811 को उन्होंने दून घाटी मेजर हैदर यंग हर्से को मात्र 3005 रुपये में बेच दी। मेजर हैदर यंग हर्से राजा सुदर्शन शाह से दूनघाटी को खरीद कर भले ही संपन्नता का प्रतीक बन गए थे, लेकिन वह ईस्ट इंडिया कंपनी के अधिकारियों की नजरों में भी खटकने लगे। हर्से पर कंपनी अधिकारी दबाव बनाने लगे कि वह दून घाटी और चंडी देवी का क्षेत्र, जो उनके अधीन है, कंपनी को बेच दें। आखिरकार हर्से को झुकना पड़ा और नौ जनवरी 1812 को उन्होंने इस शर्त पर दून घाटी और चंडी देवी क्षेत्र कंपनी को हस्तांतरित कर दिया कि कंपनी उन्हें 1200 रुपये सालाना पेंशन के रूप में देगी। कंपनी की ओर से 18 अक्टूबर 1815 को इस समझौते पर हस्ताक्षर किए गए। कंपनी अधिकारियों से सौदा करते वक्त मेजर हर्से को इस बात का इल्म भी नहीं रहा होगा कि वह अपनी बात से मुकर जाएंगे। लेकिन, हुआ ऐसा ही। कंपनी ने हर्से से की गई सेल डीड और उसके अंतर्गत आने वाली सभी शर्तें झुठला दीं। जिससे हर्से सड़क पर आ गए।
