Yashpal Arya On CM नेता प्रतिप़क्ष यशपाल आर्य ने कहा कि , हाल के विधानसभा सत्र में कांग्रेस ने साथर्क विपक्ष का रोल अपनाते हुए उपलब्ध समय और हर संसदीय प्रक्रिया का प्रयोग किया तो सरकार सदन में हर तरह से जिम्मेदारियों से भागती रही । उन्होंने कहा कि हाल की विधानसभा का सत्र दो दिन चला कर सरकार ने दिखा दिया है कि वह जनता के प्रति जबाबदेह नहीं है। उनका आरोप है कि जिन दो दिनों सत्र चल उसमें भी सरकार ने सदन के सम्मुख आये विषयों का जबाब देने में लापरवाही की है।

  • Yashpal Arya On CM नेता प्रतिपक्ष ने आरोप लगाया कि , सदन को विधानसभा परिचालन नियमावली और परम्पराओं के अनुसार नहीं चलाया जा रहा है। इस कारण विधायकगण राज्य के अधिकांश ज्वलन्त मुद्दों को सदन में नहीं उठा पा रहे हैं। यशपाल आर्य ने कहा कि , सदन में प्रश्न काल के लिए 7 दिनों को मुख्यमंत्री सहित सभी मंत्रियों में बांटा रहता है । संबधित वार को ही मंत्री गणों या मुख्यमंत्री से उनके विभागों से संबधित प्रश्न पूछे जा सकते हैं। विधानसभा सत्र कुछ महिनों बाद होता है। यदि विधानसभा सत्र को दो दिन में ही स्थगित कर दिया जाता है तो उन दिनों के प्रश्नों को फिर उठाने का अवसर 8- 9 महिनों में ही आयेगा।

  • Yashpal Arya On CM उन्होंने कहा कि उत्तराखण्ड में सोमवार के दिन सालों से सत्र आहूत नहीं है। वर्तमान में सोमवार का दिन मुख्यमंत्री और संसदीय कार्य मंत्री के लिए तय है। जिनके पास राज्य के 40 के लगभग महत्वपूर्ण विभाग हैं। याने सोमवार के दिन सत्र आहूत न होने के कारण माननीय विधायकगण माननीय मुख्यमंत्री और संसदीय कार्यमंत्री से उनके विभागों के प्रश्न नहीं पूछ पा रहे हैं। नेता प्रतिपक्ष ने आरोप लगाया कि ‘‘उत्तराखण्ड संभवतया देश का पहला राज्य होगा जहां नेता सदन याने मुख्यमंत्री और संसदीय कार्य मंत्री को सरकार विधानसभा में अपने विभागों से संबधित प्रश्नों का जबाब देने से बचा रही है।

  • Yashpal Arya On CM यशपाल आर्य ने कहा कि , विपक्ष के विधायक सदन को लंबा चलाने के संबध में कई बार प्रश्न उठा चुके हैं परंतु सरकार ने कोई जबाब नहीं दिया है। नेता प्रतिपक्ष ने कहा कि , अब प्रदेश की जनता को भी बिभिन्न माध्यमों से प्रश्न करना चाहिए कि , उत्तराखण्ड की विधानसभा में सोमवार का दिन कब आयेगा ? उन्होंने कहा कि ,विधानसभा की कार्य संचालन नियमावली के अनुसार न केेवल प्रश्नों के लिए बल्कि अन्य विधायी प्रक्रियाओं के लिए भी सदन में सप्ताह के दिन निर्धारित हैं जब उन दिनों सदन चलेगा ही नही तो सरकार और विपक्ष के विधायकों द्वारा प्रस्तावित वे विधायी कार्य भी नहीं हो सकते हैं। उन्होंने उदाहरण देते हुए कहा कि, वर्तमान सत्र शुक्रवार के दिन नहीं चलने के कारण राज्य आंदोलनकारियों को सरकारी नौकरी देने से संबधित प्राइवेट मेम्बर बिल सदन में नहीं आ पाया है।

  • Yashpal Arya On CM नेता प्रतिपक्ष ने कहा कि , हाल के सत्र में सरकार की रणनीति थी कि , किसी तरह से भी दो दिन चलने वाले सदन को शोर- शराबे में उलझा कर खत्म कर दें लेकिन विपक्ष सरकार की चाल में नहीं आया। विपक्ष ने शालीनता और दृृणता के साथ अपने तथ्यों और तर्को को सदन में रखा।नेता प्रतिपक्ष ने कहा कि , विपक्ष ने कार्यस्थगन में उत्तराखण्ड में बिगड़ती कानून-व्यवस्था और बेरोजगारी के मामले में सरकार को बुरी तरह से घेरा । सरकार के पास बिगड़ती कानून व्यवस्था और हर भर्ती में हो रहे घोटालों से संबधित विपक्ष के आरोपों का कोेई जबाब नहीं था। पिछले साल पूरे राज्य में आयी आपदा भी बड़ा मुद्दा रहा । दो दिन के प्रश्न काल में माननीय मंत्री गण विपक्ष के सवालों और तर्कों के सामने कंही नहीं टिक पाए।
