IPS Ashok Kumar डीजीपी अशोक कुमार ने कहा कि उत्तराखंड पुलिस मंथन-समाधान एवं चुनौतियां के तहत आयोजित वर्टिकल इंटरैक्शन में ऑपरेशनल, प्रशासनिक और पुलिसकर्मियों के कल्याण का स्तर बढ़े इसी हेतु काफी सुझाव हमें प्राप्त हुए। जिस सम्बन्ध में काफी सुझावों का संज्ञान लेते हुए आदेश जारी किये गये हैं। छुट्टी जवानों का बेसिक अधिकार है, वह उन्हें खुशी-खुशी दे दी जाए। पुलिस कर्मियों द्वारा अपने या अपने परिवार के किसी सदस्य के जन्मदिन एवं सालगिराह पर आकस्मिक अवकाश हेतु अनुरोध किया जाता है, तो उन्हें तुरंत अवकाश दिया जाए।
- IPS Ashok Kumar पुलिस महानिदेशक, उत्तराखण्ड अशोक कुमार, ने परिक्षेत्र एवं जनपद प्रभारियों के साथ वीडियो कान्फ्रेसिंग के माध्यम से विभिन्न ऑपरेशनल एवं प्रशासनिक कार्यों की समीक्षा कर आवश्यक दिशा-निर्देश दिए व्हाट्सएप पर छुट्टी के लिए आवेदन करने की व्यवस्था को अनिवार्य रूप से लागू करने हेतु समस्त जनपद प्रभारियों को निर्देशित किया गया है। समस्त पदोन्नति प्रशिक्षणों में सीसीटीएनएस सहित नवीन तकनीकों से सम्बन्धित कोर्सेज, सॉफ्ट स्किल्स, साइबर स्किल्स, संवेदनशीलता के मॉड्यूल तैयार कर इनका प्रशिक्षण दिया जाएगा, जिससे हमारी पुलिस Tech savvy होगी। प्रत्येक थाने में एक एसओजी ट्रेन्ड आरक्षी की नियुक्ति की जाएगी, जो tech savvy हो surveillance savvy हो।

1. उत्तराखण्ड लोक सेवा आयोग एवं उत्तराखण्ड अधीनस्थ सेवा चयन आयोग द्वारा अयोजित होने वाली आगामी परीक्षाओं के दौरान सुरक्षा व्यवस्था को चाक चौबंद रखने और स्थानीय अभिसूचना तंत्र को सर्तक रखते हुये सूचना संकलित करने के निर्देश दिए।
2. महिला सुरक्षा के दृष्टिगत गौरा शक्ति मॉड्यूल में रजिस्ट्रेशन को बढ़ाया जाए। रजिस्टर्ड महिलाओं के साथ समन्वय कर उनकी शिकायत के समाधान करते हुए उन्हें सुरक्षित महसूस कराया जाए।
3. वर्तमान में राजस्व क्षेत्र से नियमित पुलिस क्षेत्र में आए ग्रामों में सम्बन्धित थानाध्यक्ष एवं क्षेत्राधिकारी भ्रमण पर जाएं और ग्रामीणों के साथ सम्बन्धित थाने एवं अन्य महत्वपूर्ण फोन नम्बर साझा करें। जिन स्थानों पर नए थाने/चौकी खुलने हैं वहां शीघ्र खोले जाएं।
4. हमें प्रत्येक थाने को महिला फ्रेंडली बनाना है। दोनों परिक्षेत्र प्रभारी प्रदेश के प्रत्येक थाने में एक महिला उपनिरीक्षक एवं 04 महिला आरक्षियों की नियुक्ति सुनिश्चित करें।
5. प्रत्येक जनपद में एक महिला उपनिरीक्षक को थानाध्यक्ष/चौकी प्रभारी बनाएं।
6. पीएसी/आईआरबी की ऑपरेशनल कार्यदक्षता बढ़ाने हेतु पुलिस मुख्यालय द्वारा निर्गत निर्देशों का अनुपालन करें। मासिक क्राइम मीटिंग में पीएसी के दलनायक को भी बुलाएं। मानदंड के अनुसार ही ड्यूटी लगायी जाए। नफरी के अनुसार प्लाटून कमांडर और दलनायक साथ जाएं। पीएसी जवानों के मूवमेंट के दौरान जनपदों में उनके लिए चारपाइयों की व्यवस्था सम्बन्धित प्रतिसार निरीक्षकों द्वारा की जाएगी। जवान अपने साथ चारपाइयां लेकर नहीं जाएंगे।
7. जनपदों को साइबर सेलों को और अधिक सुदृढ़ बनाने हेतु एसटीएफ द्वारा शीघ्र ही दक्ष कर्मियों की नियुक्ति की जा रही है।
8. कानून व्यवस्था प्रभावित होने वाली घटनाओं एवं जन आक्रोश के दृष्टिगत पुलिसकर्मियों को तत्कालिक परिस्थितियों के चलते बिना जांच के निलम्बित या लाइन हाजिर करना पड़ता है। ऐसी परिस्थितियों में 3 दिवस के अन्दर उक्त कर्मिक का पक्ष सुनते हुए गुण दोष के आधार पर यदि दोष सिद्ध नहीं होता है, तो उसे तत्काल बहाल या दूसरे स्थान पर नियुक्त कर दिया जाए।
